I do not see how anyone can be prevented from appealing from a judgment, when there is another way open to do the same thing, and to reach me more promptly. We forbid curators and the heads of nations to make use of abuse and violence against parties who appeal, and (to speak more plainly) to prevent them from having access to us; and they must obey this my decision, being well aware that the liberty of those who govern is as much the object of my solicitude as their good will and obedience.”
